Is device required?

I am very new to Alexa's skills development? I am wondering is it required to buy an Alexa device, like Echo dot, to develop skills for Alexa? or is there any simulator available for testing the skills?

  No device is required. You can test and use the simulator within the Alexa Skills Kit. Here's some documentation for you: https://developer.amazon.com/en-US/docs/alexa/devconsole/test-your-skill.html
